It is not those homes coming back to the sales market. The association reads the drop as a clean-up of inactive registrations, not a general conversion into permanent housing. In Ajuda, where the survey covered every building in scope, the share was 6% to 8%. Housing ads across Lisbon remain at levels similar to a year ago. The report notes that this does not establish what happened to every cancelled property. - **Concentration is still in the historic centre.** Santa Maria Maior and Misericórdia have more short-term-let beds than residents. With São Vicente and Santo António, those four parishes hold 61% of the city’s short-term lets. Santa Maria Maior has 69 short-term lets per 100 occupied homes, against a city average of 5 per 100. - **48,018 vacant homes in the 2021 Census** — about four times the current number of short-term lets, on the association’s comparison, which estimates room for about 105,000 people if that stock were brought into residential use. The figure is from 2021: a home vacant at the census is not a 2026 listing. - **A cancelled registration is not zero activity.** In a booking-request test, the association says at least 4% of units classed as cancelled were still accepting guests. The size and method of that test are not set out in the news report. ## What this means in Lisbon, Cascais and Sintra The figure is for the city of Lisbon, and inside Lisbon it is mostly the historic centre. A Cascais house or a Sintra flat is not priced off the Baixa’s licence-cancellation rate. 1. **Cancelling a registration is not listing the home.** Waiting for the “end of short-term lets” to release stock in the historic centre means waiting for a listing that, in the association’s sample, barely showed up.
